FOUR was appointed by the CITB as project cost consultants to deliver the first phase (initially) of their campus redevelopment programme.

This phase provided two new-build student accommodation blocks, together with an energy centre that was to provide heating and water distribution for this phase and future phases.

FOUR worked alongside CITB to prepare and submit a funding application to the Skills Funding Agency which was successful and allowed the project to commence on site.

Following the award of a funding grant, procurement of the project began in line with public sector criteria. A full cost management role on the project included:

• Skills Funding Agency funding application
• Cost planning
• Full management of the procurement process
• Project cost management
• Full change management process
• Cost reporting including being part of the CITB redevelopment board

Following the successful completion of Phase 1, CITB retained FOUR to work on the next phase to deliver additional student accommodation. 

This phase provided an additional 45 student bedrooms on the campus. The new block was connected to the existing blocks to follow the campus redevelopment masterplan.

Following the successful funding award grant, procurement of the project became critical, due to time limits placed on the grant. The project was competitively tendered through a local government framework and work commenced on site within three months of the funding award.

The project was completed 15% under the original budget estimates.
